ARIZONA DRIVER AND SAFETY EDUCATION ASSOCIATION

 

CONSTITUTION AND BY-LAWS

 

ARTICLE I

NAME

 

SECTION 1.           This organization shall be known as the Arizona Driver and Safety Education

 Association.

 

 

ARTICLE II

 

SECTION 2.           The purpose for which this organization is formed is to promote traffic and general safety through education and training.

 

SECTION 3.           To carry out this purpose the Association is empowered:

 

A.      To receive, discuss and recommend action on Driver Instruction and Safety problems confronting the various schools represented.

                               

B.       To present ideas and trends in Driver Instruction and Safety to the members.

 

C.       To function in the exchange of teaching materials, information, techniques, visual

`                      And audio aides for Driver Instruction and Safety.

 

D.      To coordinate public and private agencies in furthering the program of Driver

        Instruction and Safety.

 

E.       To conduct research on special problems related to Driver Instruction and Safety.

 

F.       To work toward improvement of practice and safety procedures in Driver Education

       and Safety.

 

G.       To act as representative of Driver Instruction and Safety personnel when required to

       do so.

 

H.   To support and encourage new state laws that (would) promote safer driving habits and conditions.       

 

 

ARTICLE III

 

SECTION 1.           Membership in this Association shall be of three kinds: Active Members, Sustaining Members and Honorary Members.

 

SECTION 2.           Active Members shall be qualified Driver and Safety Education Instructors.  (Definition of a qualified Driver and Safety Education Instructor is one holding a valid teaching certification in Arizona and who has successfully completed the State requirement for teaching Driver and Safety Education.)

 

SECTION 3.           Sustaining Membership may be granted to business, industrial or civic organizations interested and active in this purpose of the Association. Granting of sustaining membership shall in no way bind the Association to support philosophies of any sustaining member nor to support or participate in the projects or undertakings of any sustaining members.

SECTION 4.           Honorary Members shall be persons representative of educational, religious, business, industrial, civic or governmental organizations, whose activities related to the purpose of the Association merit such recognition. Honorary Membership shall be conferred at the discretion of the membership.

 

SECTION 5.           The annual dues of the Association shall be paid by Active and Sustaining Members in accordance with the By-Laws.

 

SECTION 6.           All active members of record on the date of the adoption of this Constitution shall be considered Charter Members of this Association.

 

ARTICLE IV

Officers and Terms of Office

 

SECTION 1.           The officers of this Association shall be President, Vice-President, Secretary and Treasurer.

 

SECTION 2.           The term of office of all officers shall be two years or until their successors are qualified. They shall be elected as provided in the By-Laws.

 

SECTION 3.           The duties of the Officers shall be those normally pertaining to such offices and as provided in the By-Laws.

 

SECTION 4.           The Executive Committee shall consist of the President, Vice-President, Secretary and Treasurer of the Association, and the immediate Past President of the Association.

 

SECTION 5.           The powers and duties of the Executive Committee shall be as provided in the By-Laws.

 

ARTICLE V

Meetings

 

SECTION 1.           There shall be an annual conference of the Association as provided in the By-Laws.

 

SECTION 2.           The President, on the recommendation of the Executive Committee at a place easily accessible and at a time convenient to the membership, may call special meetings.

 

ARTICLE VI

 

SECTION 1.           Amendments to this Constitution shall be presented by the Executive Committee and circulated to each active member at least thirty days prior to the time the amendment is to be acted on.

 

SECTION 2.   Amendments shall be voted on at the annual conference, at special meetings, or by mailed ballot.

 

 

ARTICLE VII

By-Laws

 

SECTION 1.           By-Laws shall be formulated to implement the provisions of this Constitution and to regulate the activities of the Association.

 

SECTION 2.           After initial adoption, amendments or additions to the By-Laws shall be made at the annual conference or at special meetings and shall constitute a major item of business. A majority of the votes cast, including absentee ballots if used, shall be required for passage.

PROPOSED BY-LAWS

 

ARTICLE I

Dues

 

SECTION 1.           A. Annual dues for active members shall be set at the annual meeting.

 

                                B. Annual dues for sustaining members shall be set at the annual meeting.

 

                                C. Dues are payable to the Treasurer upon the opening of the fall semester of each year.

 

SECTION 2.           A. The membership year for active and sustaining members shall be March 1 through February 28.

 

                                B. Honorary membership shall be without term.

 

SECTION 3.           A. The Secretary shall issue Membership Cards yearly to active members upon payment              of dues.

 

                                B. The President shall issue a letter of recognition of membership annually to each sustaining member upon payment of dues.

 

                                C. The President shall issue a suitable membership card or certificate to each Honorary Member.

 

                                D. A membership roll [role], listing members in good standing shall be prepared and maintained by the secretary. A copy of this list shall be sent to each member.

 

ARTICLE II

Nomination and Election of Officers

 

SECTION 1.           A. Officers for the following year shall be elected by majority vote of the annual conference to be conducted simultaneously with the AEA Convention.

 

                                B. The executive Committee will appoint members (at least 2) to serve as the nominating committee for the election of officers.

 

SECTION 2.           A. In the event of a vacancy occurring in any office, the President shall, with the approval of the Executive Committee, appoint a qualified member to fill the un-expired] term.

 

SECTION 3.           A. Any active member shall be eligible for any office subject to restrictions herein contained.

 

                                B. No member shall hold more than one elective office simultaneously.

 

ARTICLE III

Executive Committee

 

SECTION 1.           A.  The executive Committee shall consist of the duly elected or appointed Officers of the Association and the immediate past president of the association.

 

 

 

 

 

ARTICLE IV

Regional and Local Organization

 

SECTION 1.           A. The State of Arizona Shall shall be divided into three regions for the purpose of establishing regional representation. The exact boundary of each district is to be determined by the Executive Committee as hereinbefore provided. A regional representative will be appointed by the Executive Committee.

 

                                B. Two “At Large” representatives will be appointed by the executive committee.

 

                               

SECTION 2.           A. Each representative shall encourage and assist in the formation of local organizations ability to function effectively as the broad foundation of the Association.

 

ARTICLE V

Suffrage

 

SECTION 1.           A. Suffrage shall be limited to active members.

 

                                B. A majority vote of active members present at any annual conference or scheduled meetings shall be sufficient to pass on all items of business except amendments to the Constitution or By-Laws.

 

SECTION 2.           A. For good and sufficient reason the President may, with the approval of the Executive Committee, direct the Secretary to obtain by mail a vote of the membership in absentia on a major item of business.

 

ARTICLE VI

Committees and Liaison Officers

 

SECTION 1.           A. Committees may be established to which the President may appoint members for a period of not to exceed two years, except that members having served two years may be delegated to continue working with a committee where such work is necessary or desirable in the completion of a project in progress.

 

                                B. The President and the immediate past President shall be members ex officio of all standing committees.

 

SECTION 2.           A. The president may designate members to maintain liaison with the following listed agencies concerned with traffic safety and with other organizations, as it appears that such liaison will aid the purpose of the Association.

                                The agencies are:

1.        Arizona Parent Teachers Association

2.        Arizona Department of Education

3.        Arizona Department of Public Safety

4.        Arizona Division of Motor Vehicles

5.        Arizona Association of Secondary School Administrators

6.        Arizona State Legislature

7.        The various teacher training institutions

8.        Traffic Safety Division, Arizona Highway Department

9.        Traffic Survival School Corporations

And with the following voluntary groups such as:

10.     Motor car dealers and dealers associations

11.     Automobile clubs

 

B. Appointment of liaison officers shall be governed chiefly by ability of officers to maintain personal contact with the respective agencies.

 

 

ARTICLE VIII

Parliamentary Authority

 

   SECTION 1.            A. In all matters not covered by its Constitution and By-Laws, this Association shall be governed by the provisions of Robert’s Rules of Order Revised.

 

ARTICLE IX

Budgeting Procedure

 

SECTION 1.           A. An annual budget shall be prepared by the Executive Committee, presented and approved at the Annual Conference.

 

                                B. An Audit Committee shall be appointed by the Executive Committee to perform an annual audit, the results to be presented in the Treasurers annual budget report at the annual conference.
